About Sheila Kiscaden

Public Policy and Governance

  • Served four terms in the Minnesota Senate 1993- 2006

  • Advocated for balanced budgets, respect for personal rights, limiting the intrusion of government into personal choices

  • Served on many advisory committees, commissions and boards. Currently chairs the board for Debate Minnesota and is on the Board for the Center for Victims of Torture

Community Volunteer and Leader

  • Founded the Beat the Odds Scholarship program at RCTC
  • Launching Rochester Issues Forum a local initiative for citizen involvement in community issues
  • Formed the local Beyond the Yellow Ribbon Southeast Minnesota to provide support for military families during deployment
  • Founding Board member of the Rochester Reading Center
  • Served on advisory committees for Olmsted County United Way, the Intercultural Mutual Assistance Association, the McKnight Foundation, and the Minnesota Women’s Foundation
  • Served as a team leader or as a volunteer for over 20 international service projects or organizations such as Global Volunteers and Global Citizens Network

  • Master’s degree in Public Administration, University of Southern California
  • Master’s degree in International Development, University of Sussex
  • Awarded a Bush Fellowship, Fulbright Scholarship. Member Phi Beta Kappa


  • Sheila is married to Richard Kiscaden, a retired IBM executive. They have two adult children who are graduates of Rochester Public Schools and the University of Minnesota.
